A Study On The Reform For The Functions Of Township Government Social Management

With the grass-roots and social characteristics, the township government, as a grass-roots political organization, is the foundation of Chinese government's system. The designation and implementation of its functions effect the achievement of the whole government system's social management directly, as well as the improvement of the ability to government management. With the acceleration of the construction process of a harmonious society , the township governments should actively transfer to be service-oriented.Based on the background of harmonious society and construction of service-oriented township governments, and on the Governance Theoretical foundation, First briefly expounded on China's township since the 20th century the history of the evolution of social management,this thesis analyses the problems and shortages existing in the progress of township governments'social management. Then it is intended to observe the causes deeply, which would influence the primary functions of the government greatly, such as lack of social management theory, inadequance of township government and social management system.Through above analysis, the relative countermeasures of how to promote the township government's social mannagement capability are given. The author suggests that, in order to achieve the goal of promoting harmonous society, from theory to practise, macrocosm to microcosm, research on social management should be accelerated, mechanism of social management and the masses'interests be further implemented, means of social management be innovated and quality of civil servants working in grass-roots level also be improved.
