Consequently towns are being modernized, which brings forward the new request to government in terms of social management. Township government are grass-roots units in chinese social management which tie central government with village administration. Reinforcing the function of social management in township government has important significance in building an overall well-to-do society ,practing the policy of scientific development, Pushing forward the adjustment in township transformation, Making an overall new rural area, Thus building a harmonious society all over China. Therefore, It is important to have a boundary between social management functions of township governments and others and put forward feasible countermeasure in the process of founding harmonious society .Summarizing the viewpoints of scholars from home and abroad about the subject of social management.
