Study On Systematic Reform Of Primary Government

As to the investigation or reforming thoughts of primary governmental system,I think there are three shortcomings:Firstly,it limits its field of vision within towns,ignoring the influence of systematic factors between upper and lower government;Secondly,it can hardly clearly realize the historical lrigin of town's problem,as we seldom andyse current problems with historical view;Thirdly,it can'tBreak through the framework "country-society",considering towns simply as one part of country without realizing its great different properties from any upper governmental organization,or concluding its folk properties from the so called historical tradition "country autonomy",with which to design the reforming future of primary government.If we can't overcome the three shortcomings,our suggestion about reforming will not be effective,or even harmful.My esay will finstly make a level summary about the theories of public management,local governmental management and primary governmental management.Then analyse the current condition of primary government and its multilateral reforming view point,and try to analyse with real example and find the vital reason,later,I will make a simple order for the historical developing track,explore a new way to improve the primary governmental reform,My essay also tries to discuss the unque properties of primary government from thirdrealm.I will add some comment within the analysis.At last,I will put up with my own reforming thought and detailed suggestion.
