The Influence Of Home-Owner Committee On Community Governance

China has started market economy transformation from planned economy since the end of 1970s'. The housing reform was initiated in Shanghai and spread to other more cities. People start to purchase the apartment to get the property right instead of waiting for the allotted one; then commercial housing becomes a household story. More and more people get use to buy a house by using all his/her possession. The change of the role means being endowed with more rights. In the meanwhile, new problems come out. The original community management system couldn't be maintained by government. Housing owner starts to ask for realty service actively instead of acting as passive receiver. All of these are based on legislation of the rights for housing owner. Home-owner committee emerges under that circumstance. It becomes a new project on how to characterize and value the committee.Under the above mentioned circumstance, the whole committee formation progress has being investigated from the viewpoint of how a single person influences the order of community right.W community, Putuo district of Shanghai was selected as the investigation target. I am trying to get a full understanding of home-owner committee through the integral part of its foundation. With these materials, we can get a image of the reaction of different participators in the community, and to reveal the relationship and the community value behind that.The paper is composed of five different parts. The first part is an introduction. The author reviews the research on the case study of home-owner committee and the community social orders. Comparing with the research on the the community organization in the US, the author gave a brief introduction of the theories on social power structure and corporatism. In the second part, the foundation of owner committee is described, according to the data gathered in the process. The third part developed the analysis of the power structure in the community. The author discusses some interesting case in the community. The fourth part is concerned about the fail of a famous community's foundation of the Home-owner committee. The fifth part is devoted to research annotation and reflex. First, the author discusses the characters of home-owner committee. Then she points out the difficulties of Home owner-committee. At last, the author believes that we shouldn't trifle with the tenant who lives in the same community.
