The Community Power Structure In The Development Of Urban Community Autonomy

China’s urban community autonomy is an overlapping result of the national power extension and micro public domain, and a process of the social resource integration and community organizations reconstruction, as well as a combination of local authority and social governance. The study focuses on the complex situation of government authority at the urban regime, and has a far-reaching influence on the public welfare and the promotion of political institution. Faced with the development of marketing economics and interests pluralism, the issue of community power structure may provide a particular perspective to study the urban community autonomy.Community is the reflection of the whole society, demonstrating the micro interaction between the state and the society. Based on the theory of Max’s state-society relations, the community self-governance is the tendency of community construction. Parts of the thesis describes the changes of state-society relations from 1949, the development of public sector in modern Shanghai and the transition of urban governance institutions, since all of these form the background of community power structure. The study is an empirical research of community D autonomy under the help of the guidance of some experts and relative sectors. The methods of social investigation consist of interview, observation, decision-making and the social network analysis.According to the viability and formulation, he study firstly classifies the community organizations into self-organizations and heter-organizations. The social network analysis put the community actors into a complex network and quantitative the density, centrality, correlation and the cohesive subgroups of the social network. It is can be seen that the high-speed economic development in the last three decades has made the community self-governance in a dynamic, pluralistic way. The relationship between the state and the society has changed from opposition to fusion, leaving the community never dominated by the government. The community power structure is decomposed by various self-organizations to deliver better public service, while the residents’ committee and the party organization in the community still play an important role in integrating the social resources, that is the inevitable choice of current national conditions. The booming self-organizations should be lead by the authority and provided more supports and resources in the future.And the committee and the party should play an important role to construct a autonomy platform for all the community organizations.The powerful state-powerful society model should be the right choice to construct benignly interaction between state and society.
