| With the further development of China’s housing policy since the great reform and opening up,housing commodification has been rapidly growing.The increasing owners of property have gradually become even more involved in public affair management in order to safeguard their own interests.The owner’s committee has emerged from disputes between owners and the estate management.Even the committee often face difficulties solving the problem,it still has its irreplaceable role in community governance.Through an in-depth research on the green area of Bengbu City,this author first elaborated on the governance of green area residential property owners’ participation in the residential community.And based on the theory of roles,through the interaction between the owners’ committee and the multiple entities involved in community governance,the Committee of Owners’ Committees was specifically discussed.Regarding role positioning and dilemma of the roles,the final analysis found that the Greenland Community Owners Committee in the role of its position,the role of offside,role vacancy and misplaced roles and so on.One of the causes of the dilemma of the role of the committee in the Green Space is that the owners’ committee lacks management authority;secondly,the owners’ committee lacks a system norm;thirdly,the owners’ participation awareness is weak;and fourth,the owners’ committee lacks effective supervision.This paper believes that in order to solve the role dilemma faced by the Owners Committee of the Greenland Community,the first possible method is to strengthen the management authority of the Owners’ Committee by changing the way of employing the property and effectively managing the community’s public funds;the second is to strengthen the legal status of the Owners Committee and regulate the owners.The committee runs rules and establishes effective supervision and accountability mechanisms to improve the institutional design of the owners’ committee;third,it is necessary to enhance the awareness of community owners and the fourth is to build party committees,coordinating community committees,participation of industry committees,and property synergy.Multi-agent coordination mechanism.Through the analysis of the dilemma and the causes of the role of the Owners Committee of the Bengbu City Green Space Community,it is of great significance to be able to find out solutions to the difficulties and provide advice to other homeowners’ committees in China that have common problems. |
