When the New Public Management and Government Reengineering sprung up in western countries, performance management and appraisal has been applied into the practice of government management widely as the method of improve government's performance. Our local government started to implement performance management from 1990's and has obtained effects these years. But the current performance management of local government mostly regards postmortem controlling as the center, and has an obvious phenomenon that government's mission break off the relation with strategy, which leads to the difficulty of carrying out the government's strategy. BSC (Balanced Scorecard) as the strategic and administrative tool, makes the government's performance management system combine with the mission and strategy of the organization closely. When BSC is applied into the local government performance management, it can solve the problem on "how to make the performance management and strategy of government combine effectively". The scientific development view and proposition of the harmonious society has offered the good opportunity to the application of BSC in the local government department of our country.This paper analyses the problems of the application of BSC in local government performance management. The text is divided into five parts altogether. The first part states the research background and the current situation both at home and abroad. The second part analyses the feasibility of introducing BSC to national local government from three aspects "the portability of BSC, foreign reference and enlightenment, realistic effectiveness". In the third part the author redesigns the type of the BSC performance management combining of our country actual conditions and the practical experience of BSC abroad. The fourth part takes the application of BSC in Qingdao for example, concludes the normal steps of applying BSC into local government performance management. The last part of the paper describes the conditions of applying BSC into government management which guarantee its utility from idea, system and technology levels.Through studying, we think we should not use the BSC as the tool that is appraised directly, but use the key idea of " strategy leading, causality, driving management, drive management and circulation to rise ". BSC applying to local government of our country needs change according to actual conditions. Meanwhile, the study shows that the feasibility of BSC does not mean it can take to use directly. The BSC that play to utility, should have the support of idea, system and technology.
