With quick pace of international economic integration and continuous reform of administration management system in China, government performance management is increasingly becoming the hot topic for government development. As market economy system in China is continuously perfected, government management has been put forward the higher requests, one of which is to improve government performance management. With performance management an inevitable trend in various countries' government and an important way in Chinese government to promote ministerial management level, government performance management is the prominent position in the government reform, but local government is located in an important position in the our country administrative hierarchy and is playing the role which links the preceding with the following. And so, perfecting the local government performance management is the inevitable request to deepen the reform of administration management system and transform government functions and is beneficial to provide high-quality and highly efficient public product and public service. And its development situation will impose direct impact on the efficiency of Chinese government.Under the background of National government reforms, Heilongjiang Province authority has been unceasingly exploring and has made certain progress. But compared with developed countries and advanced areas of other provinces, there are still some gaps. On the basis of basic connotation of government performance and government performance management, the article will make systematic analysis of basic theory of government performance management, including objectives theory, the government restoration theory and the government Total Quality Management theory, and laid theoretical foundation to make research into Heilongjiang province government's performance management. We evaluate the performance management level in Heilongjiang province government through multi-level fuzzy comprehensive evaluation methods. While acknowledging such achievement as administrative principle and performance management environment, we also put forward some problems, say, and concept of government performance management, goals management, government performance management systems, government performance evaluation system, incentive mechanism and binding mechanism. By analyzing the causes of the problems, combined with the advanced experience of foreign countries as well as advanced models of Chinese local government's performance management practices, from the changing concepts of government performance management, improving management by objectives, improving government performance management systems, improve the government performance evaluation system, incentives and constraints mechanism.
