In the performance management of local governments at all levels in China,the target responsibility assessment system is the most widely used.As a municipal-level local government,it has a very important position in the administrative system structure of China.It is of great significance for the municipal government to carry out the target responsibility assessment work in terms of transforming government functions,improving service levels,and promoting social harmonious development.Based on the goal management theory,this paper uses the literature research method and the questionnaire survey method to study the status quo and existing problems of the “apparent performance” and “latent performance” assessment work carried out by the Xi'an municipal government under the target responsibility assessment system in recent years.The study found that the assessment carried out by the Xi'an municipal government,in terms of the apparent performance,is based on quantitative analysis,and the energyization is quantified as much as possible.In the process management,it is implemented by means of self-inspection,warning prompts,and work interviews.In the result formation and feedback,the results are determined by means of centralized assessment,data collection,etc.In terms of latent performance,the performance of the target is determined by means of non-quantitative and qualitative evaluation.In the process management,it is managed by means of leadership,quarterly reviews,special supervision,etc.In the result formation and feedback,the results are evaluated through democratic evaluation,conversation and communication.At present,the problem of "apparent performance" is that the target setting is unscientific and non-standard,the process management is focused on the goal,the light parties are evaluated,and the result is inaccurate and not objective.The reason is that the indicator release department does not understand the actual situation of the assessed unit,and does not pay much attention to social evaluation.“latent performance” is manifested in the fact that the evaluation criteria are not uniform,the assessment methods are not clear,and the operability is not strong.The reason is that the “latent percentage” assessment cannot adhere to the normative standards,and the evaluator has the phenomenon of “playing scores,setting high and low” based on impressions and wishes.Based on the analysis of the causes of existing problems,the three aspects of the interaction between “apparent performance”,“latent performance”,“apparent performance” and “latent performance” are evaluated.Suggestions for improving the three steps of goal setting,process management,result formation and feedback.It is expected that this study can provide useful reference for the theoretical and practical evaluation of the “apparent performance” and “latent performance” assessment work of other municipal governments in China based on the goal management theory.
