Power centered upon social governance under ruling administration of traditional agricultural society, the totem of power can be achieved via institutional way of official selection. The number of government official, served as the real carrier of power at that time, that the bureaucratic system can accommodate, however, is extremely limited. The person who cherish it most tend to utilize various kind of tricks attaining its ultimate possession, which in turn will render the traditional agricultural society whose field of daily life and public has not separated yet, acts of mutual aid around blood ties became a natural way to protect property and identity. Therefore, in the changing history of Chinese empire, blood ties, private relationship along with face could be deemed as filterable virus which hampers the fairness of official selection in every dynasty, and also trigger the occurrence of corruption unavoidably flourish in official selection. In the contemporary time, accompanied by the implementation of the "governing the state by the law" strategy, Power-driven society governance has gradually marginalized, though institutionalized nowadays 'civil servants enrollment is, the reality test and theoretical analysis still denotes that seeking for protection via ties of blood is as severe as in the past due to the incomplete fields of differentiation. Drawbacks in the institution of the managerial administration phase needs to go deep into the traditional power culture context of china so that we could capture a clearer historical clue. Through the brief tracing back of the official selection in the traditional politics, this dissertation is trying to unveil the deformity of power execution in the civil servant selection, diagnose stubbornness within, analyze the historical reason and institutional factor combining with the current situation, finally fair, impartial civil servant hiring still rely on more robust institutional arrangements and the ethical practice.
