The Problem Of Corruption In The Light Of Official Vehicles And Countermeasures

The putridity problem in system of car used for official business is always one of the hot themes of talking drawing public attention. In recent years, with initiation and extension of experiment in reform of system of car used for official business,the contradiction and problem occurred during reform gradually high attention form government authorities and supervision departments.This paper first described the development and evolvement of system of car used for official business and research results of putridity in system of car used for official business and summarized the methods of management and usage of car used for official business both at home and abroad. On this basis, it is hoped to draw lessons for rectification of China's putridity problem in system of car used for official business and reform of system of car used fir official business.Secondly In connection with the current car usage system and concrete practice in reform in Zhejiang, gives definition of the putridity connotation and considers that the abnormal phenomenon existing in system of car used for official business should also be included into the realm of anti-putridity. Starting from public selecting theory in respect of formation cause in system putridity of car used for official business, this paper carried out cost & benefit comparative analysis in respect of putridity in reform of traditional management system and usage system of car used for official business, and considers that the cause of putridity occurrence consists in un-reasonableness of system establishment.The paper finally proposed countermeasure against the system putridity of car used for official business, and has given three ways for selection, namely: improving system of car used for official business; improving reform of system of car used for official business particularly improving problems occurred during monetization of reform; construction of marketization mode of car used for official business. Considering marketization mode is the choice of countermeasure against the system putridity of car used for official business in the future.
