Cadre is civil servant in China, who represents all citizens to use the executive power,and bear the management of the public affairs and social construction. The cadres were essential to the construction of the country, so we must select cadres with high quality and strong ability. However, there are still many problems in the Chinese cadres selection,Serious corruption occurred. Some people using system vulnerability, the phenomenon of corruption advances wave upon wave, such as Canvassing fraud, an illegal assault promoted, being promoted with problem and “radish” competition, Serious damage to the electoral system, deviated from the thoughts of "choosing a good man and appoint good man", and it has seriously affected the country’s stability and social harmony.There are many reasons about corruption phenomenon in the cadre appointment.Analysis from the aspects of traditional culture, officialdom standard thoughts and the feudal patriarchal thoughts are main reasons. The idea that being an official was a matter of the utmost importance in one’s life, which some cadres thinks office is the most honorable position and being a cadre is the biggest pursuit in life. So they angled for official positions; officialdom standard thoughts means someone classified people in blood lineage, practiced nepotism, and regarded power right as personal property. From the Personal ideological values,people who seeks the officer and who awarded officer are corresponding identity in the corruption of cadres appointment, they has different psychological demand. As for the people who seeks the officer, some of them has exorbitant power desire, or want to make a fortune by promotion, or has the thought of conformity by others corruption. As for the people who awarded officer, one the one hand,they feel sense of humiliation easily for increasingly income polarized, compared with other civil servant; on the other hand, some civil servant has a high status but they don’t belong to the high-income class. In comparison to another position, some of them will have a sense of alienation. From the aspect of cadre selection system, there are also existed some problem such as concentration of appointment power, unscientific investigation mechanism and powerless supervision and punishment.For the above reasons, we should looking for solutions to solve the problem of cadres appointment corruption. So we must carry forward the idea of governing the country by law, try to eliminated the harmful effect of feudal culture. For the problem of misplaced personal values thought, official virtue education was a better way. The most important thing is perfect the system of selection of officials. Firstly, decentralize power of nominate and recommendation to different people, granted authority to professional assessment organization, avoiding the phenomenon of one or two people decide who was promoted. Secondly, to established scientific investigation mechanism, we must expand scope of investigation and appraise subjective, definitude the time and range of cadre investigation advance notice to avoid investigation formalization. Thirdly, strengthening cadres appointment supervision, revealed more information about cadres through various channels. And whistleblower’s rights and interests shall be protected, w e should also allowed anonymous Report, expand the scope of protection. Finally, after cadres appointment corruption occurred, it is important to strengthen administrative accountability, complete the institution of cadres appointment record, confirm the time of tracing accountability.
