A Study On The Township Government Performance Evaluation Index System In Longquan City

As an important part of new public management,government performance appraisal carries the important task of transforming government functions,optimizing resource allocation,and improving government administrative efficiency.The service-oriented government has an intrinsic relationship with the performance appraisal indicator system of the township government.That is to say,optimizing the performance evaluation standard system of the township government to the best state is the basic work of the performance appraisal activity,transforming the functions of the township government and improving the precision service capability.It has great significance.Since the reform and opening up 40 years ago,the research and exploration of the performance appraisal of township governments has been greatly developed.From February 2017,"Opinions on Strengthening the Service Capacity Building of Township Governments" proposed that the party's 18 th Congress should "build a service-oriented government with scientific functions,structural optimization,clean and efficient,and people's satisfaction." And the government continues to deepen the understanding of service-oriented government construction.However,due to the late start of China's performance appraisal of the government,the practical experience of various places is also in the stage of feeling the stones crossing the river,and the investigation and research on this aspect is even rare.This paper firstly clarifies the basic theory of township government performance appraisal,and combines the performance appraisal index data of Longquan City Township Government to evaluate the content of Longquan City performance appraisal indicators,summarizes the characteristics of this system,and focuses on the shortcomings of the current implementation system.It is found that there are serious indicators in the performance evaluation indicators of townships and towns in Longquan City;the index information is duplicated;the index weight distribution lacks the service-oriented government concept;the indicator setting does not consider the cost-benefit mechanism.Then further analysis of the reasons for the unreasonable design of indicators,including the entrenched thinking of the omnipotent government;the indicators are closed and one-sided;the value orientation is distorted.Finally,based on the concept of service-oriented government and the transformation of township government functions,the four-level indicators and 14 second-level indicators are proposed based on the principle of scientific unity,seeking truth from facts,public orientation and measurability.The content conformation of 49 three-level indicators.In order to further improve the performance evaluation index system of township government of Longquan City through the research of this paper,it provides a certain theoretical basis and reference for related research.
