Local government performance measurement has been a popular and difficult issue in the nation-wide government performance measurement field. It's popular because there have been so many Chinese local governments engaged in performance measurement, taking government performance measurement as a mechanism of deepening the reform of administration system as well as reinforcing the change of function. The local governments desperately need theoretical guide for their practice. It's difficult because there are few experiences of Chinese local government performance measurement. The experiences are not enough to support the theoretical research. The framework of local government performance measurement is a very important concept. Building rational framework of local government performance is the only choice for the advancing of technical, methodological step to institutional step. It's the solid basic for the organization and management of government performance measurement as well as the method to ensure the preciseness and standardization. The lessons of Chinese local governments' practice are not enough for the theoretical search.This dissertation chooses United States and Britain as the object of the research since these two countries have a lot of experiences in local government performance measurement. This dissertation introduces the constitution and analyzes the characteristic and operational mechanism of the local government performance evaluation of these two countries. This dissertation also analyzes the institutional cause of the limitation of local government performance framework of these two countries. This dissertation includes some detailed cases to demonstrate the conclusion. The conclusion is made according to more than one hundred local government performance plans and reports on the website of these two countries. This dissertation draws the panorama of the framework of local government performance evaluation of these two countries. This dissertation is a good reference for the theoretical research. This dissertation also analyzes the Chinese local government performance evaluation framework and brings about some suggestions for Chinese local governments.
