Research On The Construction Of Measurement Indicators System For Chinese Local Government Performance Of Promoting Regional Competitiveness

With the arrival of the economic globalization, it is more and more important that the area is developed, and the source that the region competitiveness is becoming regional economy and obtaining the development opportunity day by day. Regional competition has intensified, local governments have increasingly become a regional economic and social development of the necessary conditions or even decisive factor, the role of local authorities has become a regional increase its regional competitiveness of the key factors.The regional development must be established above the powerful regional competitiveness foundation. However the competitiveness is not spontaneous. It is the management and plan result of manager. The paper analyzes how to promote regional competitiveness at a public administration angle, and measures the local government performance in upgrading regional competitiveness. The paper tries to explore ways for local government to allocate regional resources rationally, to keep regional competitive edge, and to provide a scientific basis for its management and decision-making basis.This text is started with theory analysis, first of all define the concept of regional competitiveness, the characteristics and the regional competitiveness of the models are summarized. Then, combining the functions of local government theory, analysis of the local government is to enhance the competitiveness of the main regional and local governments seize the future direction of development of the region. Then, on this basis, build local governments upgrade the competitiveness of regional performance model, and as local governments enhance the competitiveness of regional performance evaluation index system design the basic framework. Then, the local government performance evaluation from the perspective of local governments to enhance the competitiveness of the regional assessment of the performance indicators should be designed to follow the principle. And to follow the design of indicators under the principle of scholars from home and abroad on the basis of research results, the local government building upgrade regional competitiveness of the performance evaluation index system. By the aid of SPSS, a performance evaluation index system based on a factor analysis method was constructed evaluation model. Then we measured the competitiveness of regional performance of 14 municipal governments in Hunan Province. According to the evaluation results, the paper puts forward to how to enhance regional competitiveness of the local government's performance.
