Anti-poverty is a great and arduous mission. Government has an unshirkable responsibility and obligation. Practice has proved that government is the main force of the cause of poverty. It has powerful resource mobilization and integration capabilities. But the cause of poverty is a complex social system project, relying on the strength of the Government not enough.In civil society, lawful society organizations can participate in social governance. As a other from social organization ,non-governmental organization is independenting of the government and enterprises. In the community in all areas of governance performance in the increasingly active. Non-governmental organizations on the government's social governance play a supplementary role in the cover. With the development of society, religious organizations have begun to demonstrate a new social features,for example,disaster relief, charity. Thus some scholars have begun to think that religious organizations have the characteristics of non-governmental organizations. In ethnic minority areas, religious organizations have the greatest authority except the government. Religious organizations to take part in this paper is the focus of the study.This study is based on religious organizations social capital theory modeling and empirical study. Through the satisfaction survey of 150 villagers in ZhangJiaChuan, explored in ethnic minority areas, religious organizations also can be a powerful anti-poverty forces to participate in anti-poverty cause. Therefore can be taken to government-led, non-governmental organizations to supplement and religious organizations for the coordination,is a model of " Government anti-poverty model+ NGO helping the poor model+ Religious organizations". Broaden the traditional poverty-led government, ordinary non-governmental organizations to supplement anti-poverty model in in ethnic minority areas.
