Study On Cultivation Of Civic Consciousness For Farmers In Ethnic Minority Areas

The political report of the Seventeenth National Party Congress stressed:"strengthen civic education,establish a socialist fairness,equality and justice." This thesis for developing firmly socialist democracy is of great theoretical and practical significance.Fulfillment and modernization of democracy rule of law at the grass-roots level in ethnic rural areas need civic awareness.Only combine grass-roots democratic political system with the civic consciousness,can we make the modernization of rural areas self-consciousness inherently.Therefore, exploring how to cultivate civic awareness of farmers in ethnic minority areas becomes the important subject.The paper maintains that civic awareness of farmers is their basic identity of the original consciousness of the new knowledge,and new changes of their ideas values psychological qualities.Its core is the farmers' awareness of the rights and obligations.This paper content as follows:First,based on the analysis of the value of cultivating civic awareness of ethnic minority farmers,the necessary of the research has been shown.First of all,cultivating awareness of the farmers is the need for political participation in rural areas;Secondly,cultivating civic awareness of the farmers is the need of the formation of the farmers consciousness of law;thirdly,cultivating awareness of the farmers is necessary precondition for the formation of a new type of civic-mindedness farmers;Finally,cultivating civic awareness in rural areas is the need of the building of socialist spiritual civilization.Second,present Status and Problems of civic awareness about farmers in the ethnic minority areas have been analyzed on the based of investigation.The paper points that the minority farmers is still very weak in their civic awareness,the farmers are lack of subjective consciousness, rights and duties consciousness is weak,the awareness of political participation is deficient,sense of social morality of modern civic consciousness is of reduction and consciousness of law is of shortcoming. The reason is that the tradition history culture factor;the economic development in the minority nationality regions factor;the areas inhabited by the minority nationalities school education factor;guiding of masses biography matchmaker factor;peasant's practice activity factor.Third,regarding minority areas peasant cultivation of citizenship consciousness into the goals and contents.The author thinks the farmer of Minority areas should be cultivated into knowledge group,right citizenship behavior habits,good citizen skills,establishing the correct political attitude.At the same time,the rights and obligations of consciousness,democracy and the rule of law consciousness,subjective consciousness and social ethics consciousness have been played an important role in cultivation of civic awareness.Fourth,This article holds that,through the establishment of mechanisms for the education,training of farmers and improving their quality,valuing rural primary and secondary education,strengthening the content of training of civic awareness;a well-established system of village autonomy,let farmers accept the consciousness education during village autonomy,improve civic awareness;using media power fully, fostering civic awareness and creating good atmosphere.To achieve the goal cultivation of citizenship consciousness of peasant.These will promote the process of ethnic minority modernization in rural areas.
