The decision making has a long history. With rapid development of the society, The decision making has turned towards group, democratization, specialization, systematization and legalization from experiment decision, individual decision and closed decision. At present, the social organization in our country is well organized, open and integration. The rapid development of economy and economic globalization make the projects more complex. The decision making is faced with the unprecedented complexity, immediacy and forwardness. In this situation, Xinjiang local government should adapt to the requirements, and establish scientific, democratic institutional systems of Xinjiang government decision making, which is very urgent and necessary.Starting from the deep social reform in China and the county's practical demand and being based upon the theories of Marxism, this paper has made a comprehensive study and research on the institutional systems of Xinjiang Minority Area′s government decision making. The study are closely bound to the goal of building a government that is committed to service, accountability and the rule of law, and has drawn advanced experiences in this regard from other countries over the world. In the paper, the Xinjiang historical background, general framework, general institutions, general requirements and general tasks of government decision making have been discussed. The paper has proposed relatively complete and practical solutions for building up Xinjiang Minority Area′s systems of government decision making ,in order to be useful for other related theory and practical research.
