Study On Legal System Of The Cooperation On Trade In Environmental Services Between China And Kazakhstan

Under the impetus of the global wave of green consumption, environmental services, as a new form of services, is rapidly becoming the focus of global green market. However, as trade in services itself with the capital-and technology-intensive characteristics, the developing countries in this field are suffering from great trade deficit. As the rapid growth and development of China's environmental protection industry, China's environmental services sector in international trade has been initially possess a certain ability to supply the market. Therefore, it is necessary and capable for our environmental services to "go out".Through the use of summarizing and comparing methods, the paper, first of all, expounded the related theories of the international trade in environmental services, and then layered analysis of the urgency and possibility of the environmental services trade liberalization between China and Kazakhstan, and through the inductive analysis of the obstacles in the legal polices of two countries in trade of environmental services, raised the idea of constructing a legal cooperation mechanism of China and Kazakhstan trade in environmental services. The purpose of this paper and the outcome is, on the foundation of "the General Agreement on Trade in Services" (GATS), and on the platform of China-Kazakhstan free trade zone, to perfect the legal system of the cooperation on trade in environmental services between the two countries, which could bring more conveniences and freedom for the trade of environmental services between China and Kazakhstan.
