Analysis On The Policies Concerning About The Strategies To Deal With The Impoveriment In Low Income Communitie In The Towns And Cities Of China

During the last 30 year of reformation and open up, the development of China's economic had a significant progress which attracted worldwide attention, and, at the same time, township dwellers' overall income level gained the great improvement. While reform and open policy brought the economic boom to China, these also caused the changes of division of incomes to Chinese township dwellers. Among all these changes, peopled should pay special attention to the increase of low income stratum and the deepening of impoverishment.The reason causes the increasing of low income stratum is various, but this thesis will mainly focus on the governmental policies related to impoverishment of the cities and towns' low income communities. On one hand, the main reason to make this problem outstanding is that main financial policy had leant to economic, educational policy tended to be marketed as well as the imperfectness of tax policy and the social security policy. On the other hand, the important solution for this is to establish a society which is harmonious and take the concept of scientific development as the instruction to government policies.Based on such premise, the present paper has carried on the cascade progressive-like analysis. This paper is constitutes by five parts which contains the introduction and four chapters. In the introduction part, the author illustrates the basic questions in the paper and the reason why choosing this topic and a summary to the Chinese and foreign scholar's research on this topic as well as a explanation on the research content, the method and the related questions in this article. In the second part, the author introduces the concept of low income communities in the towns and cities and, based on this, carries on the contrastive analysis on related concepts to better understand the concerning concepts.In addition, in chapter two, it also introduces the theory which plays a guiding role in this issue and which also enriched the paper. The third part is an analysis on the present situation of low income communities in the cities and towns and the negative influence it brings. Our country cities low income community is huge in scale, widespread in distribution, difficult in survival condition, meanwhile, it brings adversary efforts to the rapid development of economy and the stable situation of politic and social order.The fourth part is discussions about the political strategies which cause exist of impoverishment for low income community. The policies which government formulated are authority to distribute the social value; each policy-making should guarantee the fairness on both economic domain and social domain. However, at the present, policy-making of our government has the flaw and the insufficiency, which are shown in developments that gives priority to the economy but neglect the social stratification and causes the low income groups losing safeguards from policies.The fifth part mainly elaborates the necessity of the government as main body to impoverishment control for low income community. The government also owns the possibility to do so by adjustment of policies. Therefore, our government should absorb the overseas advanced experience, display financial policy, tax policy, educational policy, and social security policy's functions to adjust reasonably of township dwellers' division of income, alleviate the problems of impoverishment for low income community.
