Research On "Towns To Cities" Under The Background Of New Urbanization

Since the end of 2014,Longgang Town of Cangnan County of Zhejiang Province and Erdaobaihe Town of Antu County of Jilin Province have been listed as national integrated pilot towns for new urbanization,the trials of “towns to cities” in China have achieved initial results in the construction of the “large department system” and the application of the “municipal community” model.After a three-year pilot phase,Longgang and Erdaobaihe “towns to cities” have formed replicable and scalable experiences in exploring new administrative models for administrative innovation and administrative cost reduction.Therefore,under the background of new urbanization,research on “towns to cities” in China,not only will it be helpful to solve the institutional problems faced by the economically developed township and township government,such as “big responsibility,small power,and weak energy”,but also provides new ideas for the construction of small cities and towns in China.First of all,this paper starts from the literature review of “towns to cities”,summarizes the current theoretical research results of “towns to cities”,and lays a solid foundation for the next step research;and carries out the concepts of the established town,the economically developed town,the county-level city,and the “town-level city”.And from the level of local practice and exploration and the level of promotion of the central government,the exploration process of the “towns to cities” in China was discussed,to provide a reference for the system design and realistic features of the “towns to cities”.By combing the current “Local Organization Law” and “Regulations on Rural Grass-roots Work of the Communist Party of China” on the responsibilities and authorities between the county-level government and the township government,we further clarify the necessity of promoting “towns to cities” in China.Secondly,a field survey was conducted on the situation of Erdaobaihe's “towns to cities”,mastered the internal materials such as the implementation plan and the planning outline of the Changbai Mountain Administrative Committee's pilot project on Erdaobaihe's “towns to cities”.Through semi-structured interviews with the staff of Changbai Mountain Administrative Committee's Economic and Trade Development Bureau,staff of the Erdaobaihe government,and permanent residents of the township,the current situation of Erdaobaihe's “towns to cities”work has been collated and studied,and we have collated and studied the current situation of the work of the “towns to cities”of Erdaobaihe.Through comparative analysis,the problems existing in the “towns to cities ”of the current Longgang and Erdaobaihe are summarized: the boundaries between the powers and responsibilities are not clearly defined,there is controversy over the distribution of interests,there are disparities in power,there are obstacles to the acceptance of power,and specific analysis of the causes and performance.Finally,the paper uses documentary information,policy documents,and news reports that have been mastered and combed,from the perspective of “establishing rights through affairs” and the unity of power and responsibility,trying to provide some useful suggestions for the further promotion of “towns to cities”.Starting from the legislative level,we must clarify the qualifications of the administrative enforcement of the township government to optimize the institutional arrangements for decentralization;from the aspects of the rationalization of the management system and the construction of the empowerment system,the division of duties and responsibilities between the county and town governments was optimized;from the role of superior government and the supervisory role of the People's Congress and the CPPCC at the same level,we must improve the supervision and restriction mechanism;from the aspects of improving the performance appraisal system and improving the administrative system environment,we will strengthen the overall system design.
