Influence Of Chinese Peaceful Rise On Sino-US Relations

After 30 years' reform and open policy,China has made great progress in the economic,social,and other various fields,which attracts worldwide attention.The Chinese GDP of 2007 amounts to 24,660,000,000,000 Yuan,68 times of that of 1978. So far China ranks the 4^th largest economic entity in the world.China's fast development was exclaimed as "the Chinese miracle" by various countries' leaders in the 2008 Asian summit meeting Boao Forum.In recent years,the word 'rise' has been employed frequently in the Western relative works and commentaries,has not used the word 'development',and it is also Chinese scholars' favorite choice when discussing the same issue.China's rise has not only initiated good-intentioned positive commentaries in the international society,but also serves as the stock which some politicians and scholars in the West especially in America exploit to fiction "the Chinese deterrence theory".Under such circumstances,the Chinese government rationally proposed the concept of 'Chinese peaceful rise',and takes the peaceful rise as the strategic choice to achieve China's modernization.In order to maintain good international environment for Chinese development,in view of the fact that the word 'rise' does not conform with Chinese people's taste of modesty and virtue of low-profile,in 2005,premier Wen Jia-bao began to use the word "peaceful development" in the government work report of 2005(Communist Party of China's 17th Representative Assembly also used "peaceful development" in 2007), "peaceful rise" is no longer used as the official political slogan.However,the word 'rise' is still used in the western reviews and documentations on China's development,such as China Rises,a masterpiece by William H.Overholt in the US RAND Corp,and Jeffrey Bader,head of American Brookings Academic Society once said:"without doubt,China's rise is the most important political incident in the 21st century world……".'Peaceful rise',as an academic concept appropriate to express China's grand strategy,reflect the current Chinese reality,thus employed in this thesis.This thesis firstly gives an account of the connotation of 'peaceful rise' and holds that Chinese peaceful rise is a distinctive Chinese road towards modernization and bears the global significance.Secondly,this thesis discusses different understandings of and two kinds of basic strategies in America,namely containment and contact,to deal with the Chinese peaceful rise.Thirdly,this thesis analyzes the challenges appearing in the current development of Sino-US relations:How to understand and deal with the change of Sino-US strength contrast,the differences between Sino-US democratic ideology and political system,the coordination of the overflow effect caused by China's economic rise and US interests,the relationship between Chinese peaceful rise and peaceful unification.Fourth,this thesis also analyzes new characteristics and opportunities of current Sino-US relations:the gradually decreasing probability of occidental or fortuitous events to worsen the Sino-US relations,the evolution of the initial political security relationship between China and US towards the all-around relations supported by the economic and foreign trade exchange between China and US,the development of Sino-US relations from the external force impetus mode to the intrinsic benefit bundle,the attenuation of Sino-US relations' asymmetry and the ever-increasing mutual dependency on each other,and the ever-increasing cooperation and coordination between China and US in coping with international issues,thus enhance their influence on the world.Finally,this thesis elaborates the Sino-US coordination mechanism construction which is of great importance to the development of Sino-US relations,and concludes that Chinese peaceful rise needs the healthy,stable 'the constructive cooperation relationship' between China and US,which is of significance to China's peaceful rise and the realization of modernization.
