On The Sino-Japan Coordination Tactics Under The Peaceful Rise Strategy Of China

With the rapid economic development, China has risen in all the fields since 1990s. The 21st century also brings the important strategic opportunity for China to realize the great national revival. In the long history of human beings, the rising of big powers frequently causes the wars between the big powers. Especially in the contemporary western international system, a number of wars have been caused in the rising process of some big powers such as Britain, France, Germany, Russia and Italy as well as Austria-Hungary, etc. The rising of China attracts the high attention of the international community. In order to strive for the international environment of peaceful rise, China creatively presented the peaceful rise strategy at the beginning of the 21st century. The international community generally welcomes the peaceful rise strategy, but China is worried about the realization of such a strategy.As a big power in Asia, the peaceful development of China is first and mainly the peaceful rise in its own region and its principal stage is always in Asia, and especially East Asia. Therefore, Japan, as the neighbor of China across a narrow strip of water becomes the"test field"in the people's concern: first, Japan and China have the long historical origins and complex emotional relations; second, Japan is making efforts to realize the target of a political power and actively pursuing the leading role in Asia; third, Japan is the supporting point of the global strategy of the US. Based on the"special"identity of Japan, it becomes the realistic inspection of the declaration of"peaceful rise"how to treat the relations to Japan.Viewed from the theoretical perspective, the theoretical study shows that it is undoubtedly useless to study the peaceful rise from the perspective of traditional realistic standpoint. Only from the perspective of the system doctrine can the project of peaceful rise be truly understood and analyzed. The system is the logic starting point of studying the peaceful rise of a power. Therefore, there are at least two roads for the big powers to get rid of the difficulties in rise and realize the peaceful rise. One is the contractual peaceful by cost accounting and mutual reciprocity and cooperation of the detailed international system of the new system doctrine. The other is the peace of community by the collective identification of the conventional international system of the old system doctrine. This provides the theoretical direction and criteria for China to resolve the actual difficulties in rise and realize the coordination of Sino-Japan relationship.Viewed from the detailed level of Sino-Japan exchange, the history of development of Sino-Japan relationship post the cold war is analyzed and concluded and the history of Sino-Japan relationship post the cold war is taken as the longitudinal coordinate and the realistic exchange in some main fields such as politics, economy, security and culture, etc. as the horizontal coordinate to build a perspective as a whole of observing the Sino-Japan relationship, and then the key variables and development discipline are analyzed and concluded from the three aspects such as international environment, domestic conditions of both the parties and interactions of both the countries, etc. The longitudinal analysis of all the historical stages of the Sino-Japan relationship post the cold war finds that 1) changes have occurred to the contradictions between China and Japan in essence, that is, the contradiction of Japan, as an ally of hegemony, which wants to contain and restrict the rise of China has gradually occurred after the Soviet Union was disassembled and becomes the fundamental contradiction influencing the Sino-Japan exchange and even the situation of peace and stability of East Asia in a long term. 2) Focused on such a fundamental contradiction, the Sino-Japan relationship shows the different pattern of contradictions in the different periods and the major and secondary contradictions are continuously moving and transferred. 3) The main aspect of the Sino-Japan contradictions lies in Japan. 4) In the international pattern, the US policy on China is the important variable of influencing the Sino-Japan relationship. 5) The common efforts of the peaceful rise strategy of China, Sino-Japan friendly organizations and the persons of insight play the great role in promoting the development of the Sino-Japan relationship and remarkable achievements have been made. The history shows that only when the roles and influential power of these active factors are continuously cultivated and strengthened can the Sino-Japan relationship be in the healthy and stable development. Viewed from all the fields of the horizontal exchange, the contradictions between China and Japan mainly focus on historical issues, economic and trade issues, territory issues, Taiwan issue and security issue, etc. All these issues are the detailed representation of the difficulties in the rise of China in essence and it is easy to product the chain reaction. China carries out the coordination with Japan and has made some achievements by the multilateral and bilateral means.With the systematic analysis of the Sino-Japan contradictions, we make the following conclusion: 1. Many studies and actions of coordination with Japan in the past are successful and the precious experience of promoting the development of the relationship of both the countries. 2. China has more and more incorporate itself into the international community and its identity and roles continuously develop. Only when the new changes and trends are continuously studied and the policy on Japan is adjusted and explored can it be better to create the favorable environment for the peaceful rise of China. 3. Different from the action of"conquer by force"of the rise of the big powers in the past, the major strategy focusing on"ethics"is the important direction of resolving the"difficulties in rise"in the relationship of coordination with Japan and other countries and the concept of"harmony"in the traditional culture is its core thought.To be exact, based on some basic principles of the realism and system doctrine, the strategic commanding point of developing the relationship of the two countries shall be grasped from the macroscopic perspective of historical development, and at the same time, the key elements of influencing the relationship of both the countries shall be grasped in reality. Its basic thoughts are as follows: first, it shall get ready for the long-term coordination in psychology; second, it shall be prevented and avoided that China will be involved in any war from the strategic perspective; third,"harmony"shall be regarded as the core thought of"ethics", many means and approaches shall be comprehensively used and importance shall be attached to both the coordination under the multilateral framework and the bilateral coordination, making both China and Japan have the adequate channels and atmosphere of contact and negotiation when any dispute occurs.The peaceful rise is a topic of strong policy. Based on the research results of many scholars at home and abroad, efforts are made to start from the realistic difficulties facing China in its rise road, systematically deal with the coordination strategy of the Sino-Japan relationship in details and provide more theoretical perspectives and opinions on policy for the peaceful rise of China from the region to the world and the relevant studies and reference.
