The Research On The Crisis Information Management Of City Government

In public crisis management of the city government,crisis information management is playing an increasingly important role.By timely information collection and processing,crisis information management can reduce the damage of a crisis through early warning.The exchanges and sharing of information could ensure accurate decision-making,scientific commanding,and effective coordination of the government.Evaluation and Analysis of crisis could lay a solid foundation for reconstruction and relevant work in the future.Therefore,it is of great necessity to strengthen public crisis management.This article,with information as its main clue and applying theories of administration,information science,communication,etc.,tries to discuss and explore the issues related to crisis information management in the handling of public crisis of the government.At first,the article describes the concept,characteristics of public crisis management and crisis information management,as well as the exploration of basic concepts such as crisis and information.Crisis information is an important element and resource in the development of crisis management.It has several features such as low frequency and high uncertainty.Effective management and utilization of crisis information could to reduce the damage caused by the crisis which otherwise would bring about disastrous consequences.Second,the article makes an analysis of the early,middle and late stage of the crisis.The information management before the crisis can prevent the occurrence of crisis.To some extent,the prevention is even more important than the handling. Crisis recognition and early-warning are two important factors at this stage.In order to accurately realize a crisis,a systematic scanning has to be made into various information,and an analysis has to be made on its potential influence,thus to prevent a possible crisis.At present,inaccurate basic information and difficult reporting of worries are the main problems in crisis recognition.A people oriented early-warning system has to be set up to serve various types of customers in a timely and lawful manner.In cities,the key of strengthening information early-warning is to choose diversified channels to release and exchange early-warning information.Information management in crisis outburst is actually the decision-making and execution of a government in response to a crisis.The processing and release of crisis information are two crucial links.Effective crisis handling needs a convenient and effective information processing platform.It is not only the establishment of a project but also integration with the system.The framework and information sharing should play a major part with efficient resources allocation and technological support.It is a growing trend to strengthen the emergency responding commanding by model.The government should strengthen cooperation with research institutions to work out practical and applicable models suitable for the city.The information release and media management is a weak link in the city' s emergency responding work. Therefore,the principle of four conducive should be applied to release the information proactively,timely and precisely,to improve the system by setting up a quick response mechanism and strengthen supervision.The information management after the crisis helps quick recovery and reconstruction.Evaluation of the influence of the crisis could serve as firm evidence for post-crisis management.To describe the damage of a crisis in an objective,timely and accurate way,the evaluation should considerate the crisis's risk,influence and management.A major task is to accumulate experience for future work.The lessons in seven aspects drawn from the fire department of Paris's handling of the Paris Riot provide references for Chinese city governments in information management.Lastly,though crisis information management has distinct features through different stages,it also has inner-logic and common part.Review the whole process, we should highlight the collecting and sharing of information,in particular,strengthen the building of fundamental database,such as city crisis risk database,spatial geographic information database.The government should strengthen information communication and exchanges with the public and guide and mange the media according to law,accelerate the IT application in crisis management and emphasize the security of the information system.
