From Voluntary Labor To Voluntary Service

As a measure of community correction,community service order was first put into practice in May 2001 by the People’s Procuratorate of Chang ’an District,Shijiazhuang city.There is little experience in the development of community service order in Our country.In most areas,it is still mainly compulsory labor under the traditional re-education through labor system,and the implementation of community service order lacks standardization and advancement.However,as a way to realize the function of education correction in community correction work,community service has its own value and connotation,which should be optimized and improved in the current social development.The purpose of this study is to explore how to improve the community service orders currently enforced by the judiciary.The author S judicial act research place,first of all,by collecting the literature at home and abroad to understand the existing research about the basic situation of community work,in the form of field observation and interview to interview of different community groups,fully understand S judicial offices community work to carry out the work and results,in view of the present S judicial offices community service to the present problems,through the "volunteer service" instead of "compulsory labor" analysis,the feasibility of the design for volunteer service,and watch the inmates in the volunteer service performance,to evaluate intervention process and result,Reflect on the concept,method,subject and effect of community service order under the voluntary service mode.Finally,it returns to the localization scenario,combines the latest development of the implementation of the community service order,and tries to explore the operational technology innovation of the implementation of the community service order under the existing system.It is found that in the process of judicial social work involving community service order,voluntary service can replace voluntary labor,which can make up for the current shortage of voluntary labor.Multi-interaction enriches the form of service and improves the evaluation system of community service order.In terms of content design,volunteer service is more specific and personalized.The results obtained by volunteer service are also more restorative and developmental than before.Based on in the process of the volunteer service concept,methods,main body and content of reflection,such as effectiveness,we should carry out in the community service to the implementation of the mainstream values of people-oriented idea,clear the responsibility of the main body of community correction,the transformation of the mode of the single service and provide individualized and diversified services for the community inmates,make it achieve the goal of restorative and punitive mutual unification.
