The Exploration Of Rural Grass - Roots Democracy Supervision System

With the in-depth advancing of industrialization and urbanization, the growth of new rural collective economy organization, the constantly adjusting policies to improve " agriculture, rural areas, and farmers well-being" and increasing of farmers’ income, we’ve gotten tremendous achievements in economic and social development in rural areas. However, due to a variety of factors, some kinds of social conflicts in rural areas as well as problems in democratic management and democratic supervision are becoming more and more obvious. The above-mentioned problems seriously affect the system of self-government in villages, severely erode the foundations of harmonious society and the rural economy, dampen farmers’ income generation potentiality, impair the image of the Party and government in the new countryside constructions, and even endanger social stability in rural areas. As we can see, grass-roots democratic supervision at village level has fundamental significance to effective management of village affairs and exercising of community (village)’s self-government power.Therefore, further improvements of rural grass-roots democratic supervision are imperative.This study takes Tuanjie Subdistrict Office as the case, describes the implementation, operating effectiveness and significance of rural grass-roots supervision power. It summarizes the main difficulties and issues in exercising this power, and analyzes the reasons leading to the difficulties. Finally it gives some sound and practical advices to improve the operation of the rural grass-roots supervision.
