The Problem And Countermeasure On Social Security Of The Peasant-worker

To study and solve the problem of social security of the peasant-worker is the urgent need for promoting development of the economy, is the internal request for constructing harmonious society, is the realistic choice for progressing society, and is the strong desire of the whole peasant-worker.The article analyses and discusses three problems below deeply using many research approaches such as literature, comparison, investigation and system, puts forward pertinent and exercisable suggestions in the basis of studying and solving the importance meaning of social security problem of peasant-worker. The first problem is what social security problem existing in real life, the second is the importance to solve the social security problem, and the last one is how to resolve the problem.In the first part, the paper gives the definition of"peasant-worker"firstly, generalizes the current situation of the peasant-worker in the way of sociology, makes a brief summary of the problem of the peasant-worker based on the investigation; Secondly, to introduce the social security systems, to analyze the values of social security of the peasant-worker such as exterior economics, social harmony and leading function, and introduce a good deal of problems on social insurance, social salvation, social benefits, social mutual aids; Finally, to analyze the reason of the problem on the peasant-worker's social security in the field of politics, economy, society, administration and so on.The second part is to analyze the phenomenon and problem on the peasant-worker in the early days of industrialization in developed countries. And to summarize and set forth some advanced experience and measure which are worth referencing for our country. At the same time, how to settle the problem on the peasant-worker's social security is be pointed out in this part; to summarize the fashions and concrete measures on settling the problem on the peasant-worker's social security, social insurance, social salvation, social benefits and social mutual aids in different areas in our country.In the end, this paper analyzes the social security of the peasant-worker with the methods of structure, responsibility and operation beginning with the systematic theory. Secondly, it puts forward a proposal on constructing macro environment of politics, law, administration and culture from the point of how to settle the social security of the peasant-worker and puts forward the author's own guiding ideology and frame on settling the problem of the peasant-worker's social security. At the end, it puts forward the concrete measure on settling the problem of the peasant-worker's social security.The author once lived in county for a long time. And he has a perceptual knowledge on the peasant-worker. Since choosing the article, the author investigated 230 peasant-workers, analyzed 1718 questionnaires deeply. The all ideas of the article about the reason analysis of the peasant-worker's social security, perceptual knowledge on settling problem, imagination of the frame in policy and concrete measure, have the significance of the theory and reality.
