Comment On Social Security System Of Chinese Urban Population In Penury

With the further development of market economy and changes of social structure,the poverty in cities has been an outstanding problem, which makes up a great challenge for the construction of harmonious society. How to deal with this problem and set up a particular Chinese Townsman Social Security System is vital to realize harmonious development of economy and promote social fairness and justness .As a social system,social security faces all citizens. As a "safety net",social relief system which is in the bottom of the social security system gears to the poverty colonies and ensures their basic living needs. However,the system of social insurance does not meet the needs of poverty colonies,but offers the basic living guarantee to labourers and families in order to protect them from becoming poverty colonies .On the basis of the concept of urban poverty and the history of social security system,this paper analyzes the formation reasons,current situation and influence of urban poverty. Through the experiences of using social security system to relieve poverty in USA,this article puts forward the feasible countermeasures of developing the social security system of our country such as setting up the comprehensive city relief system as soon as possible; developing aged people,unemployment, medical treatment social insurance systems; expanding charity projects and inducting social forces to share government responsibilities and putting forward the perfection of reemployment system .
