Social security system is very important for the harmony and stableness of society.Establishing and improving a social security system which is covering both the urbanand rural areas is a long-term assignment. We have achieved gratifying successes afteryears of hard working since the social security system established. The system doesdo a lot to the people. These years, with the fast construction of “new country”, ruralsocial security system is highly emphasized. The building of rural social securitysystem does not only provide security to numerous farmers, but also make our socialsecurity system perfect. However, macro structural reform and micro technologyimprovement make “urban new poverty” in cities these years. These poor peopleshow relativity—they are not worried about hunger, but they are in the edge ofpoverty. They will not get rid of poor and backward station and go back to normal lifewithout help. Unfortunately, they haven’t enough social security.“Urban newpoverty” makes a new unharmonious element, shows the flaw of the social securitysystem as well, arising great attention of the government. As a result, this paperselects Yingbin community, Zhongshan community, Tuanjie community and Xinhuacommunity in Xincheng District of Huhhot as research places to investigate the socialsecurity condition of the local urban new poors and the existing problems throughquestionnaire, interview and so on. After analyzing the reasons of these problems, theauthor puts forward some measures to deal with the problems, such as establishingand improving social security for the urban new poors and fostering NGOs to makemulti-social succor bodies.
