Institutes of higher learning are made up of two teams,that is, teachers and administrators. The quality and work effects of administrators ensure the normal development of higher education. Females are important resources. Their career development is a complex system of its own special rules. Thus, involving social gender awareness into career administration, studying and practicing career development and management based on gender, probing into female administrator development and distinguishing female way of administration attaches great importance to contributing to the development of higher education system and harmony between males and females.This paper first discusses career development theory, especially career phase theory, career anchor theory by Edgar H. Schein and balance theory between work and family; and then analyzes traits of higher education administration, quality and capabilities of administrators; and from the perspective of social gender, it elaborates on current situations and existing problems, putting forward vocational gender segregation, role conflict and confusion of female administrators; then individual factors, environment, educational organizations and gender stereotype awareness will be analyzed and probed in details , which hinder females'career development. Strategies will be further put forward to promote the career development. In system, gender will be brought into decision-making mainstream; laws and disciplines in career field on equality between males and females will be perfected. In social supporting system, form social mechanism to relieve female roles conflict, promote the progress of gender culture, housework socialization and modernization and upgrade educated levels of females. In organization, set work and life plan and help females in career management. In individuals, females have characters as administrators, promote human capital, make aware of the type of career anchor, conduct career management, and at last, career development opportunities for females will be expounded.
