Research On Causes And Countermeasures Of Corruption Among Cadres In Colleges In New Era

Corruption has been a topic of general interest in today's society which is reflected in almost every aspect of political, economic and social life. Corruption severely degenerates the ideology, working style and discipline of party's leading group and affects its combat effectiveness. s The institions of higher learning had been regarded as"a pure land"for many years. However, with the development of economy and fast spread of corruption dealings, the institutions of higher learning has changed a lot. This paper, first of all, intends to analyze the following three kinds of corruptions that happened in the institutions of higher learning in new period which include administration corruption manifestated as selling official posts and titles and neglecting one's duty, economic corruption manifestated as abusing power for personal gain and embezzlement and bribe-taking, life corruption manifestated as extravagent and easy life. Then the paper illustrates the reasons of corruption in the institutions of higher learning in new period, and finally provides the tentative solutions which may be helpful for the incorruptible construction in the institutions of higher learning. The paper can be divided into four parts:Part I : The author mainly illustrates the definition and characteristics of the corruption in the institutions of higher learning from its obstinacy ,infectiousness, regeneration, tranference and permeability.Part II: The author discusses the severe situation of incorruptible construction that the institutions of higher learning faced. This part centers on the characteristics of corruption in institutions of higher learning. Specially it includes administration corruption which should not be neglected in regime construction in the institutions of higher learning, economic corruption which delays progress of the institutions of higher learning; academic corruption which brings the institutions into"the black hole". And based on the above analyses, the author points out the reasons of the corruption and its harmful effects.Part III: This part mainly focuses on the leading group's corruption in the institutions of higher learning which is mainly illustrated from the following four aspects: the imbalance of institutional restricting mechanism; the inappropriation of its leading; the inappropriation of income distribution; the expansion of individualism.Part IV: This part mainly focuses on the methods of incorruptible construction in the institutions of higher learning which includes ideoloical and political education, esp in constructing the line of defence for combating corruption and proposing honesty , deepening reform,esp in strengthening power--functioning mechanism, enforcing management publicity, establishing sound rules and regulations and restricting mechanism of resolving power, establishing economic supervisory system of"Two-line for revenue and expenditure", improving rules, esp in implementing responsibility system which is a key link of effective supervision over the leading group in the institutions of higher learning. Enchancing education,esp in selection, management and supervision of the leading group in the institutions of higher learning, bringing democracy into play, esp in enforcing the public supervisory mechanism, conducting an audit and combining check and prevention together, esp in increasing the strength of investigation and prosecution.In a word, my research particularly has academic value and practical meaning because corruption in higher institutions is very serious and often being neglected. Through the discussion of the corruption in the institutions of higher learning the paper aims at attracting the attention of people , esp the attentions supervisory institutions, and making some contributions to the incorruptible construction of leading group in the institutions of higher learning.
