With the deepening of the reform of higher education and the establishment of a socialist market economy, a great progress has been made in higher education development. At the same time, the serious problems of the post crime of institutions of higher learning have exposed gradually, which attract significant attention from the government and the society.Firstly, the criminology defines the concept of post crime as leaders having the power of executive command, teachers having the power of learning, and the people of logistics management and executive staff having the right to make decision, who commit traditional greedy post criminality based on post crime of criminal law, and commit acts of dereliction of duty which should be restricted, banned or punished due to they do harm to the survival and development of institutions of higher learning, and commit those deviated behaviors that have not been criminalization. There are four characteristics about the post crime in colleges and universities, the number of criminal have been climbing, the scopes of crime are extensive, the subject of crime involves groups, and criminal types are diversified. Secondly, from micro and macro aspects to search the reasons, in short, institutions of higher learning in China have suffered from some defects under the social transformation, several missionary has unbalance factor in psychology layer. Thirdly, it analyses current situation and problems of prevention and cure of institutions of higher learning. It persists principle of education, system, supervision which are important at the same level, and persists principle of systematic dual control, and persists principle of rule by law. From the point criminology, it puts forward concrete policy about building, preventing and curing institutions of higher learning, namely, it perfects further mechanism construction of inner of higher learning colleges and universities; it consummate rules and regulations and legislation about post crime of institutions of higher learning; it enhances the prevention and attack on commercial bribery; sets up the criminal prevention system of leading by situational crime prevention, taking judicial crime prevention and social crime prevention as the auxiliary; it strengthens the ideological and moral education of faculty in colleges and universities.
