Since its reform and opening up, China's urban and rural areas develop rapidly, urban and rural landscape has undergone significant changes. But problems of the widening gap and imbalance between urban and rural areas have become increasingly prominent. As a major policy option, urban and rural integration will become China's economic and social development guidelines. China's reform of the government's administrative system can be understood as a system of innovation through its own reform in response to promote urban and rural integration. This paper, based on the study of the evolution of the relationship between China's urban and rural administrative system, tries to interpret how to reform the administrative system to promote the process of the integration of urban and rural areas.Specifically, this paper is divided into six parts:The first part of this article defines the meaning of the integration of urban and rural areas. The author thinks it is a process of changing the urban-rural dual structure, a harmonious development mechanism of urban and rural areas, a strategy of urban civilization. Its purpose is to make both urban and rural residents to share modern civilization. This paper does not want to spend too much ink to describe the prominent gap between China's urban and rural areas, but, as a logical basis, it is still very necessary to analyze the wide gap between urban and rural areas.The second chapter recalls the evolution of administrative system between China's urban and rural areas. The relationship between China's urban and rural areas is a main clue to understand China's social structure vicissitude. The evolution of city and countryside relations is the foundation on which the city and countryside administrative system transforms.In partâ…¢, new requirements the strategy of integrating urban and rural areas brings to the Government were analyzed. Urban and rural integration is not only a major economic issue, but is a complex political and social problem. Only by recognizing these new requirements can ensure that the administrative reform advances in a right direction.Existing institutional factors hindered the integration of urban and rural areas are discussed in the fourth part. These factors are: the transformation of government functions lags; SAR economy caused by fragmentation and the division between urban and rural government; unreasonable institutions establishment and low efficient operation; the crisis of Implementation because of excessive administrative levels and existing financial system strengthens the expanding gap on the supply of public goods between the urban and rural districts.The fifth and sixth parts of the paper analyzed basic ways and guiding principles that instruct the city and countryside integration ,and then propose some recommendations for promoting the integration of urban and rural areas which include transform government functions and construct a public service-oriented government; establish integrated management system for urban and rural areas, urban and rural areas should have sound administrative network; co-ordinate arrangements and planning for the building of urban and rural areas; deepen the reform of government's management agencies and strengthen the government's comprehensive services; break administrative barriers and build development framework that shares resources among regions; innovate grading administrative system; establish unified leadership group as well as coordination mechanisms; reform the civil service system and lastly, push forward the reform of social institutions organizations to achieve multiple participation. As a result of system's relatedness, carrying out these reforms as a whole will have the twice result with half effort.Finally is the conclusion, which gets a brief summary of this paper on the basis of the previous discussed views. And further bravely forecast researches on development of urban and rural integration.
