At present, our country is in the transitional period from agricultural society to industrial society, which is also in the transitional period from traditional industrialization to post-industrialization. In order to adjust our administrative management to the present economic pattern, we should learn from the practice of traditional industrialization and post-industrialization in western capitalist countries, that is to say, we must adopt another composite administration model among Bureaucracy, New Pubic Management (NPM) and New Public Service(NPS), which can adapt the diversified economy status of our country.The rational Bureaucracy is the product of non-monopoly capitalism, which is suitable for traditional industrialization period. Rationality is the core of rational Bureaucracy model. The vast majority of our country is at the stage of industrialization development, so rational Bureaucracy model is the realistic need for constructing the new industrialized country in contemporary China. The problem of our public administration is not the expansion of Bureaucracy Management model advocated by western countries, but lies in the underdeveloped state of Bureaucracy management model. The concrete representation is that administrative system, administrative function, administrative culture and personnel administration exist many non-rational factors. Therefore our country should not get rid of rational Bureaucracy in the transitional period, but should improve farther rational Bureaucracy and intensify its rational factor.With arrival of post-industrialization era, western countries confront the challenge of knowledge economy and information revolution. Political and economic life becomes more complex. Traditional Bureaucracy model exposes flaws, such as low efficiency, rigid organization and so on. At that time, western countries raised an administrative reform called New Public Management or Government Reengineering. NPM tries to introduce the management methods of private enterprises into the public sectors, to replace the Bureaucracy Management model with enterprise management model, and to improve the quality and efficiency of public service by using redistribution of administration power and customerization of public service objects. NPM model can give some inspirations and lessons to the reform of our public administration system at the value system and technical level.However, with the practice of Administrative reform unceasingly advancing, NPM overemphasizes market mechanism and tool rationality which causes some problems such as losing public trait, weakening fair and democratic value, etc. On the basis of Criticizing NPM model, an American scholar called Denhardt proposes the theory of New Public Service. NPS takes citizen services as the core and responds the essential values about democracy, equity, justice, public interest, community responsibility and so on. It manifests the essence of public administration. NPS model recently initiating in western countries needs specific political, economic and social conditions as administrative background. But our country doesn't exist the background condition which NPS can become the sole administration model because of less-developed market economy, less rational bureaucratic system, imperfect constitutional and legal system, lacking strong consciousness of democracy and participation, weak civil society.This thesis is on a series of background above. Firstly, it traces the concept ofpublic administration model and historical development condition. It respectivelymakes theoretical explanations aiming at three administration models from theaspects of connotation, characteristic and theoretical foundation. Secondly, from ouractual national conditions, we concretely inspect the adaptability among rationalBureaucracy, NPM, NPS and the ecological system of Chinese public administration.Thirdly, it profits from Rosenbloom's multi-dimensional administrative view andmakes rational Bureaucracy, NPM and NPS integrate into a multi-dimensionaladministrative model. It proposes a theory conceit of "management + service"Composite Administration model and definitizes the connotation, rationale, principlegoal and necessity of Composite Administration model. At last, it synthesizes theadvantages of Bureaucracy, NPM and NMS. Moreover, it points out effective waysfrom seven aspects to establish the "management + service" Composite Administration model: Set up the dual ideas about management and service; Moderately introduce the market competition mechanism; Develop "cooperative government"; Establish organic governmental organizations; Improve performance measurement system in government; Reconstruct the relation between government and citizen; Speed up the construction of E-government.
