The Third Management Mode Between Bureaucracy And New Pubic Management

At present, our country is at the transition period from Agricultural society to Industrial society, which also in the transition period from traditional industrialization to post-industrialization, that is, because while we are keeping up with the world advanced technology, we must complete the accumulation of capital of traditional industrialization period. In order to adjust our management to the present economic pattern, we have to draw on the practice of traditional industrialization and post-industrialization in western countries, that is to say, we must adopt a third management mode between Bureaucracy and New Pubic Management mode for our economic development. The rational Bureaucracy management mode is the product of non-monopoly capitalism, which is suitable for traditional industrialization period. It features with specialization, hierarchy, legalization, non-personification, profession, and predictability of its result, etc. Rationality is the core of rational Bureaucracy management mode with the inner most part of its legal rationality, which is to regulate society, political and economic life with legal form and tries to put those things in an orderly state of fair, predictable and countable. The problems in our public management is not the expansion of Bureaucracy management mode which is advocated by the new management supporters, but lie in the underdeveloped state of Bureaucracy management mode.
