The Institutional Analysis About The Utilization Of Performance Management In Chinese Local Governments

Performance is the utmost focous of government. Contrast with developed country,there is lots of defects in Chinese local governmet performance. So , Chinese local governmet performance has been criticized for long time. Performance reform origined in developed country in 1980s, meanwhile, China began it's reform and open-door policy. Performance reform in developed country has a profound influence on Chinese local government. The techinech such as total quality control , 360 performance evaluation , balanced Scorecard used in developed country, also been adopt by Chinese local government. As concerning thoery of performance management is not acquanted, the trial of performance management in Chinese lcoal government caused lots of faults.The background of Chinese local government differ with the one that developed country confronted distinctly.China is only at the dawn of it's modernization, while the developed country has complete it's modernization ,they are on the phase of transfomation from modernization to post-modernization. Against such background, Chinese local governments' performance has relation with series of government institutions .According to Riggs' ecology of public administration, The effective of a institution or manage tools determined mostly by it's ecological environment. So this thesis studied the ecology of Chinese local governments' systematical environemts in detail,which involve relationship between central and local governments, realationship between government and political party,relationship between government and citizen, the facaulty of Chinese local government, the degree of rational bureaucracy and so on, so as to find the hindrance of Chinese local governments' performance reform and propose method with pertinence.Contrast with the developed country, the dominant problem that exist in Chinese local government are as follows: lower rational rational bureaucracy degreee, less local autonomy, influend citizen political participation,irreasonable subdivision of local administrative region, weaker performance awareness. Though performance management managed great success in developed country, which promoted government perfomance, is a revolution in a study sense,in China, it is far from being mature.As a management tool, performance management coulde be used in different ecological substance, but it's political characteristics determined that the correlated institution must be reformed.Each reform in China must be cautious, take comprehensive factor into account. Based on the analysis mentioned above, this thesis put forward some advice accordingly.
