The characteristics of the institution are its evident supply. system and high rank color. And according to reviewof the status and existing problems in business cars for government,we also find the problems in business cars for government have become heavy burden of all levels of finance departments.Government and people aren'tsatisfied with this very much, and this isn't also adapted to socialism market-oriented economy development. Some domestic economists have attempted to solve these problems and already have gotten some achievements. But in practice,these innovation plans have many bugs, such as lack of clear innovation aims and guidance thoughts etc. The design of these plans misses equity obviously,which is opposed by most departments and government employees.According to analysis of the existing problems in domestic business cars for government andlearning foreign business cars for government experience,the author will attempt to build a new China-characteristic business cars for government adapted to socialism market-oriented economy.Since the author has participated the business cars for government innovation in Shenzhen Cityoneself,on the base of these experiences the author will design the basicframe and central contents of GPVS innovation and point the key problemsthat should be solved seriously in the innovation process. The aim of this paper is to push business cars for government innovation further and reliably,lower the innovation costs,achieve realistic effects on business cars for government innovation that benefits people and at the same time offer useful experience to domestic other brother provinces on business cars for government innovation.
