There are many aspects of the contingency administration waiting to consummate in our county, mainly manifesting: the shortage of the contingency consciousness, the faultiness of the precaution mechanism, the serious insufficiency of investment, lagging disposal and so on; while the developed countries show superiorities in contingency administrative strategies, contingency reaction, contingency law system, etc. Lastly, starting from the principle followed by contingent administration, the process of dealing with abrupt public affair as the mainline, this thesis discusses in detail the working contents and methods of the contingency administration in all phases from the aspects of contingency precaution and reaction, contingency participating subjects, contingency information management, contingency guarantee, recovering and reconstruction and constructs primarily the contingency administration system according with our country characteristics.
