Zhangjiachuan county is a Hui-ethnic autonomy county in which the number of Hui people is in the hightest level, and is also a destitute county in the whole nation. Not only its basic conditions, the quality of people, but also society development, economic increment, and etc., the county is at the bottom of Gansu province and seven administration regions of Tianshui. How to make progresses in the new rural construction in the poor and draggled ethnic area is very helpful to the new rural construction of our nation. Owing to the most people of ethnic minority residents in the distant and poor country, so it is important to make them obtain goodness and share fruit of the new rural construction. This is not only an important factor of the new rural construction, but also a fundamental issue to realize impartiality, solidarity, development and harmony of nationality.The paper is based on practices of the new rural construction of Zhangjiachuan county in the last two years according to field-work and my paper focuses on the important problems during the new rural construction, such as democracy-politic construction, religion, industrial development, social security and so on. The paper aims at the ultimate goal of the new rural construction. It depends on the reality condition and combines with field-work information in order to bring forward a series of advices and measures about primary authority, religion, industry and social security, in the meantime, I hope that it will benefit the new rural construction of Zhangjiachuan Hui-ethnic autonomy country by analyzing the appearing problem in the course of the new rural construction.
