Nowadays, there are some social problems of instability due to the internal and global environment. Some of them can be stopped at the early beginning by the means of prevention and leading. Through the cases like the mass participation against police in Wen'an, attack on the policemen in Zhabei sub office in Shanghai, attack on the fort's defenders in Xinjiang province, etc., we should study their causes seriously and work out the ways to prevent similar thing from happening again.For the first part, on the basis of analyzing the features of the public security incidents and the consequences caused by them, I probe into the characteristics, features and functions of the police command and policy-making evaluation, pointing out its essence and significance. The disasters and incidents in this thesis refer to the sudden incidents that may threaten the safety of the country and people's lives or their properties. Central and local government should react in an extremely short time to deal with them to avoid further loses and damages. These incidents are sudden, disastrous, uncertain, continuous and information-limited. On the other hand, the commands and policies towards these incidents have the general characters as others while they have their own features such as quickness and violence. At the same time, they can crack down on crime activities; protect the stability of the society as well as people's lives and properties. The only way to optimize the command and policy-making is to evaluate it, judging on the effects of them. Evaluation is not only an important link in the policy-making; it also promotes the execution of it. It plays an important role in improving the administrative level of the police.For the second part, I probe into the basic ways of thinking in the command and policy-making. Command and policy-making need recur thinking as well as innovative thinking. Recur thinking includes commands based on the experience and rationality. Meanwhile, innovative thinking includes dialectical thinking, terms of images and inspiration. These two methods of thinking are combined to get better results. Command and policy-making is a combination of experience, reason, images and inspiration. Command and policy-making based on experience is initiative, direct and without logic. Therefore, it is frequently applied. However, it has some limit, that is, its reaction to the objective world is so superficial to adjust to the world beyond experience. Rational thinking is fairly practical and rather directive in theory. However, due to the inaccuracy of the information and the complexity of the social environment, rational thinking always puts things in passive circumstances.For the third part, I probe into the types and ways of thinking in the command and policy-making evaluation. Form the angle of the process, the types of command and policy-making evaluation can be divided into the evaluation before execution, being-executing, and after the complete of execution. Evaluation before execution has a prediction on the development of command and policy-making, the one in the process of being executing aims at making up for the deficiency and correcting the mistakes, while evaluation after execution will draw a conclusion of the accidents and improve the levels of the policy-making. The ways of thinking in the command and policy-making evaluation are generally classified into Positive Support Pattern and Negative Revision Pattern. But we should clearly aware that there exist some problems in the command and policy-making evaluation, such as the uncertainty of evaluation, the diversity of results, and the extension of influence as well as the complexity of personal understanding about the proofs.For the fourth part, I probe into how to enhance the accuracy of command and policy-making and the rationality of the evaluation on the basis of the problems and their causes existing in policies and evaluations. As this thesis mentions, we should study the relationship between policies and evaluations, set up a concrete system and improve the ways of thinking on the command and policy-making as well as evaluation, through these ways, we can correct our mistakes in the current command and policy-making and its evaluation, and lay down correct policies to effectively deal with the things after disasters and incidents.
