Since public policy research in China started late, the new achievements of it are used less in the government sector. In recent years, China's mass incidents rose sharply with fast-paced economy. The main reason is lack of systematic study and overall grasp of public policy, especially some leaders at all levels of organizations dispose social security incident beyond the policy. As a result, the case seemed to be satisfactorily resolved while the whole is contrary to policies and regulations. The more social security incidents are induced. Social security incidents test not only government capabilities but also the art and speed responding to the public policy. From public policy perspective, we contact mass incidents with usual public policy and then find the impact on public policy formulation, implementation and revision of the social security incidents learning from cases with public management knowledge. Compared with foreign situation, we analyze the causes to find countermeasures, policy deficiencies and the way to revise and improve the policy in order to reduce the occurrence of similar problems, and try to provide useful explorations and countermeasures for policies at all levels of government.This thesis consists of an introduction and six chapters.Chapter 1 touches upon the concepts, classification and former documents home and abroad of incidents, social security incidents and management, public policies. The thesis studies the security incidents and public polices cross-sectonally and longitudinally.Chapter 2 discusses several problems we should pay attention to when analyzing the influence of public policies on social security incidents. Through case study, especially focusing on the situation of social transforming period, we look for 5 policy analysis tools: policy form, policy environment, dynamics and resistance of policy change, policy period cycle, policy dispersion, and introduce and analyze them one by one. Chapter 3 discusses the influence of public policies on social security incidents. According to the three stage of formulation, implement and revision of public policies and corresponding social security incidents, we use public management theories and policy analyses tools to analyze specific cases, which include illegal behaviors, defective mechanisms and improper programs during policy formulation; incoherence and roughness and ineffectiveness during policy implement; and misunderstandings between new and old policies.Chapter 4 introduces the foreign situation of the construction of incident-management policies and laws in 5 aspects: that polices and laws are comparatively sound; that people express their opinions to the issues of policy more fully; job responsibility of policy-making is clear; that the pattern and function of policy implement can adapt itself to environment; that similar incidents can adopt same principles.Chapter 5 analyzes the problems of public polices we face when we handle the social security incidents, which is the delay in overall policy design, the vacancy of people's decision on the choices of policy issues, the unsound participation mechanism and expression channels of policy proposition, the unsound mechanism of policy information collection, and the arbitrary twist of policy implement. To perfecting public policies on social security incidents, chapter 6 proposes several countermeasures: perfecting the mechanism of balancing the interests of variance aspects of public policy; constructing the communicative mechanism of choosing policy issues; constructing people's participation mechanism; adapting the policies to the changing social-economic environment; perfecting the supervision mechanism on public policy implement.
