Chinese Social Organization's Participation In Public Policy-making: Factor Evaluation And Promoting Approaches

To promote the participation of social organization into public administration, the Report to the Seventeenth National Congress of CCP definitely indicated that we should pay more attention to the building and management of 'Social Organization', whose core aspect is the participation in the formulation of public policy. Benefited from the Three decades' reform, a large number of free resources, freedom of activities, and a three-dimensional structure of the society appears in China. In the constructing of this structure, growing Chinese social organizations gradually entered the field of participation in public policy-making. Then, society organizations play an irreplaceable role with their inherent characteristics. So the issue of participation has been further highlighted.The introduction contains the main definition and related factors leading to the research. In the first part, the value of social organizations' participation is introduced both in several ways. Then, based on the survey, the demonstration was introduced to give a whole and deep research of their participation, which had 4 dimensions evaluated. The analysis was emphatically from the external environment level, structure of participation, organization and the final affect. Describing the situation, several main problems can be found: undeveloped economic system, complex regulations, the way to express appeal, mechanism to expand the issue, the capacity in suggesting, the level in league's union, the mechanism to collect the best proposal and keeping effective in intermediary. To solve these problems and enhance the force of social organizations' proposal, we must promote the cooperation between government and social organization, promote the growing of civil society, reduce the cost of participation, renew the structure, dredge the information channel and enhance the power through association.There are 3 special aspects in this paper: firstly, with rare related research in this area, it's content has a certain meaning of ground-breaking; secondly, in order to maintain the study convincing, empirical research and case studies, description & generalization are used to probe from different angles; in the last, based on the results of interviews and questionnaires, this paper tries to make up for the inadequacy of the current study, and to make a comprehensive analysis of the question about society organizations participation in policy-making, by using multidisciplinary of knowledge and opinions that come from public management, organizational behavior and sociology.
