Swinging is the essential characteristics of Russia's foreign policy. From the birth of Rurik dynasty to the establishment of the Russian Federation, Russia's foreign policy oscillates irregularly and frequently between the western and eastern of the Eurasia just like an immense pendulum. It means Russia's foreign policy oscillates irregularly and frequently between the western countries and eastern countries based on Russia's national interests. Irregularity means there is no fixed circle and rule. The essence of this issue is the focus of Russian foreign policy. It refers to the basic orientation of Russian foreign policy.This kind of swinging is decided by Russia's geographic location,its unique culture and ethnic identity. The irregularity of this kind of swinging is due to the degree of western countries identification with Russia and the tenacious degree of Russia's leader's will for integration into the west.In view of the Russia's important role in China's foreign policy, when China makes foreign policy for Russia, it must have a clear goal and do it according to the characteristics of Russia's foreign policy.
