Foreign affairs is a new dimension of internal politics, exhibiting a complex nature in theformulation and adjustment of foreign policies. These policies take root in national interests andincorporate both internal and external factors. There is no doubt that we can see a common modelamong many countries in decision-making system of foreign policy, yet, Japanesedecision-making in foreign affairs also demonstrates features like volatilities insidedecision-making system, a inclusiveness-deficient macro-strategy and value-orientation. All theseflaws are conspicuous in the second Administration of Shenzu Abe.On the December26th2012, Shenzu Abe took office as96th Japanese Prime Minster, aimingto carry forward “strategic diplomacy”,“value-oriented diplomacy” and a so-called “assertiondiplomacy”to safeguard Japanese interest, strengthen Japan-US Alliance Axis and contain China.Considering Abe’s foreign policy towards Russia during his second Administration sees adeep down from amicability endeavors to Ukraine Crisis. This drastic change poised a cleavage tothe alteration of previous dual-triangle system. While the realistic national interest andAmerica-factor have contribute a lot in Japan’s foreign affair decision-making, also, Abe’sinsularity in foreign strategy, confrontation mind-set by Cold-war and pragmatism forunilateral-benefit became more and more revealing.Abe can only turn the tide of Japan in forging ahead Japan-Russian relation and realizeJapan’s national interest by disserting cold-war mind-set, upholding win-win cooperationideology.
