Since 80's to 90's last century, the number of farmer migrants working in cities has been consistently expanding. In 2005, the total number of farmer workers working in various types of businesses had passed two million, among which 80% were in mining industry. Farmer workers not only excel in numbers but also contribute significantly to the overall economy and societies. According to statistics, on average, one farmer worker generated RMB25, 000 a year, but annual income was only RMB7000 to 8000, the remainder of RMB 17,000 was left in the cities. They contributed tax revenue to the county and profits to businesses.Communist Party's 17th national meeting proposed to build thoroughly value of scientific development. Emphasizing people, build comprehensive, balanced, sustainable value of scientific development, to support the growth of economy and human beings. It calls for"balancing rural and urban areas, balancing regional features, balancing social, economy and development, balancing human and the nature, considering domestic growth and open to the world". To achieve this, it is essential to manage correctly all relationships relating to our overall goal. Currently, the work and live of farmer workers are related to the overall goal. It is related to the emphasis of balancing rural and urban within the value of scientific development, and essential to develop a harmonious society.Tangshan is a traditional natural resources city. Hebei is focusing on building a strong economy along the sea coasts and developing Caofeidian. Tangshan sets its scientific development goal as achieving people's happiness, building a prosperous, beautiful, and harmonious home for its citizens. This article, put attention on current condition and improvement of farmer workers, focus on the study of balanced rural and urban developments, to answer questions on new generation of farmer workers desire for personal growth. Of course, this is another system engineering to destroy the steel like interest structure building up over long history. It is a gradual process to unite urban and rural areas. This process demands great continuous efforts under the instruction of value of scientific development, to remove the policy barriers that cause the difference between industrial and agricultural areas and create a harmonious society, harmonious Tangshan. The source data of this article were from a survey conducted in Tangshan in June 2007. The survey handed out 1200 questionnaires to young farmer workers in various coal mining companies, received 1015 returns, or 85%. Among eligible returns, 90.7% were from male workers and 9.3% were from female workers. 53% of participants were under 25 years old and 47% above 25 years old.The survey showed that most young Tangshan mining farmer workers had increased self-importance, authority desire than ever before. They are more concerned whether compensations were proportionate to their efforts. When their fair requirement could not be met, they would give those businesses that were not willing to improve farmer worker's compensation a taste of"worker shortage". They paid increasingly attention to whether there was discrimination in the eyes of city residence and make up mind to obtain trust, understanding and support with their consistent efforts. Therefore, this article focuses on analyzing young farmer workers'increasing demands for self-interest protection and social insurance based on introducing current development of young mining farmer workers.
