The Public Emergency Management Research Of Laiwu City

A variety of increasing public emergency events make the public emergency management become the focus of people's attention. How to strengthen the city security management and avoid or reduce the menace and consequence caused by public security events has become the core of city reconstruction and management. Up to now, in the academic circle at home and abroad, the research on the public emergency management has been very exhaustive, but the systematic research on the emergency management of the middle and small cities is very scarce. In the article, the typical representative of middle and small cities, Laiwu City is the object of study, the method of literature analysis, the method of comparison analysis , and the method of system analysis are applied comprehensively. In the article, the actual situation and existing problems of the public emergency management is comprehensively analyzed. On the basis of comparing and using advanced practical experiments at home and abroad, coming with the reality of city reform and development, the proposals and countermeasures to strengthen the crisis management are put forward, aiming to offer reference to promote the middle and small city emergency management.The article is composed of 4 sections. The first section is introduction. In the part, the background of the subject for research and the actual situation of research at home and abroad are firstly expounded, aiming to illustrate the reasons for choosing the topic; last, the research method and the research focus are introduced. The second section is the brief account of basic theories. The concepts of crisis, public crisis, and city emergency management are firstly defined. At the same time, the classification of public crisis and the causes of our public crisis and the features of city emergency management are expounded in detail; then, the public emergency management systems in some big cities are analysed horizontally; last, the situation of public crisis management of Japanese government is compared with the America's longitudinally and the advanced experience of city crisis management in western countries is summarized. The third section deals with the actual situation, the existing problems and its causes of Laiwu city public crisis management. From the constructing course of emergency system, the condition of emergency management resources and the constructing of the basic facilities of the city emergency management, the construction of Laiwu's public crisis emergency system is presented completely; the existing problems of Laiwu's public crisis management is then analysed; and its causes are finally analysed. The fourth section deals with the countermeasures and proposals to strengthen Laiwu's public crisis management, they include how to improve the network of city public crisis management, how to strengthen the constructing of the system of city public crisis management, and how to improve the operating mechanisms of government's public crisis management.
