Research On The Path To Improve The Emergency Management Capabilities Of Local Governments In A Risky Society

At present,with the development of information science and technology,the uncertainties at home and abroad have increased dramatically,and China is facing a variety of foreseeable and potential risk challenges.In order to prevent major risk challenges and effectively respond to various emergencies,it is particularly urgent to strengthen the emergency management capacity of governments at all levels.The plan for deepening the reform of the party and state institutions reforms the emergency management at the national level,establishes the emergency management department,and the local government,as the agency of the central organ,plays an important role in the construction of the national emergency management system.The construction of local government's emergency management ability is of great practical significance to prevent and resolve all kinds of risks and challenges,ensure the safety of people's living property,and maintain the prosperity and stability of social economy.Due to the vast territory of our country and the sharp increase of risks,there are differences between the construction of local emergency work and the emergency situation;the state institutions have adjusted the national emergency management system,and the current situation of the local government emergency management system has changed,but there are also a series of problems.Based on the construction of emergency management capacity of local governments,this paper studies the emergency management system of local governments in China by using literature research and qualitative analysis.Through the introduction of the social background of local government emergency management,this paper explains the theoretical and practical significance of improving local government's emergency response capability;collates and analyzes the literature research results of risk society and government emergency management at home and abroad,and points out the relatively lack of academic research articles on local government emergency management capability after the innovation of national emergency management system in the risk society Shape.The first chapter of the article defines the related concepts of risk society,local government and emergency management,focusing on the characteristics of risk society,the role of local government and central government,the ability of government emergency management,and the theory of risk society and governance.The second chapter analyzes the current situation of local government emergency management from four aspects:organizational mechanism,legal system,plan construction and emergency support.The third chapter mainly analyzes the problems existing in the construction of local government's emergency management capacity,and points out that the main obstacles affecting the improvement of local government's emergency management capacity are the imperfect legal system of emergency management,the lag of emergency security construction and the obstacles of emergency linkage.The fourth chapter puts forward the effective ways to improve the local government's emergency management ability,including the four paths of emergency legal construction,improvement of accountability and responsibility implementation mechanism,multi-agent participation,and introduction of science and technology.
