Urbanization is a phenomenon which could be observed in most countries, especially in developing countries including China. It's not only the result of industrialization and economic development, but also the strategy which could promote the development of developing countries. Since the opening and reform policy, China's urbanization process, especially the development of suburban areas, has speed up, pulling the rural area economy and society to develop rapidly. "Changing village to residential community" is the main method adopted by Chinese government to pull the urbanization process. Unlike some other countries, the social and systematic characters of China determined that "changing village to residential community" process could not be completed though market. In this process, there arise many difficult problems. This paper will review some theories on urbanization and the "Changing village to residential community" process, analyze the practice of Shanghe County in Henan Province, discuss issues coming forth in. the process of urbanization and "changing village to residential community", and try to give some policy suggestions.This paper is comprised of five parts. The first part is about basic theories, including theories on urbanization, the "changing village to residential community" process and the formation and evolution of China's suburban areas. The second part is about the present status and models of the reform occurring in China's suburban areas, containing some comments on the existing models. The third part is about the practice of Shanghe County in Henan Province. The fourth part is very important. It's about the key issues, difficulties and challenges in the "Changing village to residential community" process. The fifth part is some policy suggestions according to these problems.The reform of "Changing village to residential community" is a comprehensive project. It brings a series of problems because of drawbacks of the system. This reform is just a special policy in the special period of China. Should it be extended to other regions depends on conditions of such regions. Though this reform seems to be effective in some regions in the short run, the long run effect still need be justified.
