"Town-governed Community" Pattern: The Exploration Of The Community Management In The Process Of Rapid Urbanization

In recent years, as a representative of big cities where the suburbs experiencerapid urbanization, the government of Shanghai has actively promoted theconstruction of a large residential community and has achieved remarkable results.Because of the completion of some projects, the difficulties and the center of the largeresidential community work gradually transferred from the base construction to thesocial management. Traditional community management of suburb can not meet theneeds of development. Facing the new situations and problems in urban constructionand management of public services, the government of shanghai takes the newmanagement pattern “town-governed community”, namely, maintaining the town’sexisting administrative divisions, taking “strengthening the leadership of the party,optimizing community service, promoting the rule of the community, strengtheningself-governance system”as the requirement. Using the policies and administrativemeans which are different from the rural communities to management the larger townarea or the town relocated because of affordable housing. It works on alleviating theincrease of population and the lack of public services. It is a model of the direct or indirect management. During the process of urbanization, Hangtou Town chose“town-governed community” pattern to improve the self-government system. Thetown built platforms for consultation co-governance.It also encourages socialorganizations to participate in community service actively and focus on building thesocial life of communities. This article explores “town-governed community” patternin large residential community through the research and analysis of large residentialcommunity of Hangtou Town in Pudong New Area.This paper discusses the meaning of "community," summarize several majormode and the basic approach of the Pudong New Area, By analyzing internal andexternal factors the large residential community encountered, it finds the differencebetween traditional community management and “town-governed community”.Taking Hangtou Town as an example, it analyzes the governance model of thecommunity and its operating mechanism, the main effect of “town-governedcommunity” pattern lies in the effective integration of regional resources, reflectingthe autonomy of grassroots democracy as well as the core role of the party.This paper is based on the Theory of Civil Society, the Theory of Governanceand the Theory of Community Theory. It tries to find the regularity in management ofthe large residential community in the process of urbanization and to improve“town-governed community” pattern. According to the problems exposed in practice,it finds four proposals, i.e. strengthening leadership of party organizations, improvingthe management organization, building a sharing platform, providing societyorganizations with a more important role in community management.
