Research On The Improvement Of Public Service Capability Of X County Government Under The Background Of Service-Oriented Government

With the implementation and deepening of the domestic system reform,the common people’s need for public services is also increasing.As a grassroots administrative unit,the county government is the implementor and participant of national policies and laws,as well as the purchaser and provider of grassroots public services,playing a key role as the dominant player during the period of grassroots governance.The level of public services of county-level governments will affect the development of the socialist cause,influence the relevant decisions made by the Central Committee on rural issues,and is closely related to the well-being of the people and the society.Based on this,in this study,based on the level of county-level government around the public service ability to explore,analyze the quality and level of public services and propose countermeasures,so as to effectively improve and optimize public services,to achieve the effective promotion of grassroots people’s living standards.The author takes X County as a specific case,based on the relevant theories of government service and new public management,combined with the actual situation of the region,applied questionnaire survey,literature research and interview methods,and established three dimensions of service supply capacity,resource allocation capacity and organizational construction capacity by using five-level Likert scale,determined quantitative evaluation indicators and calculated scores.The investigation and analysis of the county government’s public service supply situation and public service capacity,the survey results show that the main problems currently exist are limited service function,insufficient service capacity,service fund shortage and service dislocation and lack of problems,through the analysis of the causes of the problems,the proposed countermeasures to improve the public service authority mechanism,strengthen the construction of talent team,Optimize the financial system and comb out the people-oriented service-oriented concept.This paper explores various measures adopted by X County government during the pursuit of service-oriented transformation,summarizes the results and experience obtained by X County government,carries out a detailed analysis of the problems and challenges from multiple perspectives,and then provides corresponding research samples for the establishment of service-oriented people’s government.
